   1 Syntax:  activestaff [channel] [user class] [type]
   2 Example: activestaff #feds opers inactive
   3 Lists active or inactive opers or staff members for a channel.
   4 Type can be either active or inactive.
   5 User can be either opers or staff.
   6 The default is to list active opers.
   7 The definition of activity is based on specceh's description.
