Syntax:  everyoneout [channel] [targets] [:][reason]
Example: everyoneout #feds enough laming
Removes all normal users from the channel and sets H to enforce +i on the channel.
Targets parameter can be either 'all' or 'unauthed', default is all.
If reason is omitted the default reason is 'clearing channel'.
