helpmod2/commands/admin

   1 Syntax:  admin [target1 ... targetn]
   2 Example: admin #user
   3 Sets the userlevel of the target to H administrator.
   4 Target can be specified as either nick or #account.
   5 Admin userlevel requires the user to be opered, otherwise the effective userlevel is a staff member instead of administrator.
   6 Up to 6 targets can be specified.
