helpmod2/commands/oper

   1 Syntax:  oper [target1 ... targetn]
   2 Example: oper #user
   3 Sets the userlevel of the target to oper.
   4 Target can be specified as either nick or #account.
   5 Oper userlevel requires the user to be opered, otherwise the effective userlevel is a staff member instead of oper.
   6 Up to 6 targets can be specified.
