   1 TOPIC <#channel> :[new topic]

   3 With only a channel argument, TOPIC shows the current topic of
   4 the specified channel.

   6 With a second argument, it changes the topic on that channel to
   7 <new topic>.  If the channel is +t, only chanops may change the
   8 topic.
