   3 Opers with the "oper_spy" flag will be allowed uses of the following
   4 commands if they are compiled in.  Usage will be sent to +Z and all
   5 other servers.

   7 whois !nick     - Gives a full output of channels the user is in.
   8 who !mask       - Lists all users networkwide whose nick, ident, host,
   9                   server or gecos match the mask.
  10 who !#channel   - Gives a full output of users on the channel.
  11 mode !#channel  - Gives the full modes of a channel including any keys.
  12 chantrace !#channel - Gives full output despite not being on channel.
  13 masktrace !nick!user@host :gecos - Lists matching users on all servers.
  14 topic !#channel - Gives full output despite not being on channel.
  15 list ![,options...] - Lists all channels, including secret channels.
