   1 DLINE [duration] <ip> :[reason] [| oper reason]

   3 Adds a DLINE to the database which will deny any
   4 connections from the IP address of the banned client.
   5 The banned client will receive a message saying
   6 he/she is banned with reason [reason].

   8 Duration is optional, and is in minutes. If specified,
   9 the DLINE will not be saved in the database.

  11 If an oper reason is added (the pipe must be specified
  12 to seperate the fields) this will be added into the
  13 database but will not be shown to the user when they
  14 are given the kline reason.

  16 DLINE [duration] <ip> ON irc.server :[reason] [| oper reason]
  17 will dline the user on irc.server if irc.server accepts
  18 remote dlines. irc.server can contain wildcards.
