   3 NOTICE will send a notice message to the
   4 user or channel specified.

   6 NOTICE supports the following prefixes for sending
   7 messages to specific clients in a channel:

   9 @ - channel operators only
  10 + - channel operators and voiced users

  12 Two other targets are permitted:

  14 $$servermask - Send a message to a server or set of
  15                servers
  16 $#hostmask   - Send a message to users matching the
  17                hostmask specified.

  21 The nick can be extended to fit into the following
  22 syntax:

  26 This syntax is used to securely send a message to a
  27 service or a bot.

  29 An extension of this is the syntax to send to all opers
