   1 Since support for +channels (modeless channels) was pulled from
   2 ircu a while ago, and thus they are not advertised to clients etc.

   4 It should be safe to allow /notice +#channel (calls wallvoices)
   5 just like /notice @#channel works (calls wallchops).
