add my version of trusts, trusts_newsearch, trusts_search modules

Syntax:  admin [target1 ... targetn]
Example: admin #user
Sets the userlevel of the target to H administrator.
Target can be specified as either nick or #account.
Admin userlevel requires the user to be opered, otherwise the effective userlevel is a staff member instead of administrator.
Up to 6 targets can be specified.
