Syntax:  oper [target1 ... targetn]
Example: oper #user
Sets the userlevel of the target to oper.
Target can be specified as either nick or #account.
Oper userlevel requires the user to be opered, otherwise the effective userlevel is a staff member instead of oper.
Up to 6 targets can be specified.
