Syntax:  activestaff [channel] [user class] [type]
Example: activestaff #feds opers inactive
Lists active or inactive opers or staff members for a channel.
Type can be either active or inactive.
User can be either opers or staff.
The default is to list active opers.
The definition of activity is based on specceh's description.
