Syntax:  top10 [channel] [type] [number]
Example: top10 #feds
Lists the 10 most active staff members / operators for the channel.
Type can be opers (default) or staff.
If the number parameter is included, top10 lists that number of top stats
for the channel. The value of number can vary between [10, 50].
