This reverts commit ead1659efafb1d9ff145919d5425d027f7d8964f.

All these awful xdg-utils are full of DE specific hacks that are
just wrong and don't work on every desktop. `gvfs-mime` will always
work with how hexchat works without exception, people will get over
having to install an extra program.

This might have a slightly higher chance of being installed
and a portion of users are less likely to complain about it.

Only downside is it doesn't error if passed an invalid
desktop file.
