HexChat supports naming the TLS cert `client.pem` instead of messing around with network names. This is significantly less confusing and almost nobody needs different TLS certs for different networks, so let's go with it instead. Thanks to MetaNova for the info.

channelmodes.md: Add newline before second table

Markdown hates things being right after paragraphs without a blank line in between, and as a result decided to eat a table and then throw it back up. Theoretically, adding a newline here should fix it. I don't have a local copy of web-7.0 to test, but I do have some painful experience with markdown tables and also with markdown eating things because of missing newlines.

Please check staff channel scrollback/highlights from around 2019-05-07 18:01UTC and 18:38UTC before committing.

Replace mIRC SASL page with built-in SASL info

mIRC added built-in SASL support in version 7.48. Replace old instructions with the built-in instructions, because the old ones 1) allegedly don't work on current mIRC and 2) just encourage people to use out-of-date versions, which is really not optimal.

These instructions were written and tested by me, using mIRC 7.51 (current as of right now).
