  42      Rather than relying on Unreal's +q, I'm going to make it so ChanServ
  43 KICK refuses to kick anyone with Services operator privilege (or above).
  44 Just make sure anyone you give +q privilege to has Services operator
  45 privileges as well and you'll have no problem.
