39 <PRE>Actually my understanding of it is that +j reacts to x joins per user
40 per y seconds. And what +f does is x joins per channel per y seconds.
41 A slight difference at best, but it would basically allow you to
42 throttle a single user a bit sooner rather than having to wait for that
43 user to trigger a higher limit for the entire channel.
