  42      This release fixes a bug which can cause Services to crash when a nick
  43 currently in use is forbidden (with the NickServ FORBID command).  While
  44 the potential for this bug to be exploited is minimal, since the FORBID
  45 command can only be used by Services admins, it can still occur e.g. from
  46 users intentionally provoking administrators to forbid nicknames in use, so
  47 all users of previous 4.5.x releases should upgrade to this release as soon
  48 as convenient.

  50      This release also changes the handling of the 433 (nick in use)
  51 numeric, giving the client some leeway to register first; specifically,
  52 nicks with quick kill set have 10 seconds (out of 20) before 433 is sent,
  53 all others have 40 seconds (out of 60), i.e. 20 seconds before the kill /
  54 nick change.  As with everything else in Services which is timed, this can
  55 vary by up to ReadTimeout seconds if your network has little activity (at
  56 the default of 5 seconds, this can halve the delay between 433 and kill for
  57 nicks with quick kill set).  Comments on this change are appreciated, as
  58 always.

  60      Note that if you have disabled sending of the 433 numeric by setting
  61 DONT_SEND_433 in the Makefile, applying the 4.5.31 upgrade patch will not
  62 change that; likewise, if you have not set it then the patch will not set
  63 it for you.
