34 <PRE>The only case, I can imagine, why this is happening, is the following:

36 User-A sets a ban for User-B.
37 User-B is kicked from the channel.
38 User-B has access to ChanServ's unban command.
39 User-B issues unban.
40 Services sends channel svsmode of -b.
41 The hub, where services is connected, sends the ban to the User-B's server.
42 The Server is Linux.
43 The ban is removed, but it is not propagated, for there is a bug in 1.4.22
44 The MODE -b does not arrive to services.
45 User-B can issue joins, though banned on the other servers.
46 Other users remove this ban from their server, so there are multiple -b's
47 arriving to services, although the ban is already removed.
