They were trying to suggest that ChanServ does a check on the user to see if they are an oper for +O or a Server admin for +A otherwise not set, I can see the logic in this. I guess it'll be whether you are able to build in the checks?

  37      I assume you're talking about adding those to the mode lock?  This has
  38 been brought up before; the solution is to not add those if you're not an
  39 oper--I'm not going to add an extra check for it.
