  36 Non-opers doesn't need to know of chanserv op/deop changes.
  37 And yes, i want to (de)(half)op someone on a 1000 users channel and i want
  38 only opers to see the change and not 1000 users.
  39 This bothers even the users. They don't want to see services notices. The
  40 doesn't need to see these type of notices.
  41 This is only cause flood to users.
  42 And is not abusive or something. Opers can see who was executed the Op/Deop
  43 command.
  44 I want to know who is using these commands but i can't enable opnotice
  45 because of this strange behavior.

  47 Opnotice is a command (way) to inform opers.. not users.
  48 If someone with access to OP/DEOP is &quot;playing&quot; with it this is a problem
