35 admin should have 100% access to all channels etc... but I just watched
36 to check if it was a intentional design decision.

61 I am pretty sure it is intentional. Services opers have restrictions on
62 what they can change via services. Services admins have more powers but
63 still cannot alter every possible setting of channels/nicknames.
