Syntax:  idlekick [channel] [timeout]
Example: idlekick #feds 60s
Views or sets the idle kick timeout for the channel.
Minimum value is 60 seconds, the actual timeout is "close enough" to the timeout value.
Non-peons and Users currently in queue are not considered idle.
