Syntax:  topic [channel] [operation] [parameters]
Example: topic #feds add Q will be back soon
Handles the channel topic. Following operations are supported:
add     [position] [text]       Adds the text to channel topic, if position is omitted the text is added as the first element to the topic.
del     [position]              Removes an element of the topic.
refresh                         Refreshes the channel topic, usefull if the topic is lost.
erase                           Removes the channel topic.
set     [new topic]             Sets the channel topic.
