Made finding potions in the forest more even... seemed we were finding only hp and health potions. So I made the rand() % 4000 instead of % 4 and changed the ranges accordingly.

Added the CFLAG_SAVEDNOTICE with setSavedNotice() clearSavedNotice() and isSavedNotice() isSavedNotice() is to be used in tcpclient.cpp where it sends a notice to the c_Forest channel telling everyone that the player data is saved... this will allow folks to disable that annoying message in the gameserv.conf

Fixed bug # 998029 causing a crash on gentoo systems due to a mistake in code:
a notice() was made with %s in the parameter list, but no parameters were given.

Tweaked the monsters data files to not include number values because they're now generated. Also modified the gameserv.cpp to load the new format, and the monsters_() constructor to set the values to default 0 when not supplied.

Added the files with all the level ranges
format:
levelx.dat = file for level x
Inside the files are several range numbers. The first integer represents the minimum, and the second is the maximum
strengthmin~strengthmax
goldmin~goldmax
expmin~expmax
hpmin~hpmax
These numbers are used to randomize monster stats per level
