Fix markdown (#527)

- Backslash is an escape character in markdown and needs to be escaped
- Headings should not skip a level
- Body-text should be paragraphs not headings
- There shouldn't be empty headings
- ATX headings should have an empty line after them
- Lists should be surrounded by an empty line

SASL:irssi: add `cd` line when downloading script (#470)

Instructions were missing a `cd` line to actually change directory to ~/.irssi/scripts/autorun, which meant the `../cap_sasl.pl` in the last line wouldn't point to the right place. Since having the symlink be relative is useful (in case ~/.irssi/ gets moved later or something), let's add a `cd` and update everything to be relative, rather than making the path in `ln` absolute.

              v2 is deprecated and will be obsolete in version 0.4.6

  2) July 15th, 2021
     0.4.6.x: Tor will no longer support v2 and will be removed from the code
              base.

  3) October 15th, 2021
     We will release new stable versions for all supported series that will
     disable v2.

Improve readability of cloak request section

The "drop in(to)" idiom may confuse non-native / newer users of English, and the spelling here makes it look as if "to" is used as an infinitive (rather than using the preposition "into"), which may exacerbate this confusion.

This PR changes the grammar to be both more direct about the action the user should take, and more consistent with IRC-related terminology. Since the paragraph had to be reflowed for 80 columns, the actual change is:

"please drop in to #freenode" -> "please join the #freenode channel"

Update alis help text to fix logical error.
