+ Added 4 new except levels, EXCEPTADVLEVEL, EXCEPTBADWORDLEVEL,
+ EXCEPTFLOODLEVEL, and EXCEPTSPAMLEVEL. Users equal or above to
+ the specified levels will be exempt. All levels default to
+ UL_OP (200) at first.
+

+ options, plus removed the level lines for now.
